        • SYSVD routine  
            SSYSVD computes all eigenvalues and, optionally, eigenvectors of a
            real symmetric matrix A, given its SVD decomposition.
            It is the second step of the SSVD algortihm
            
          *   Input: Symmetric matrix A.
          *   Output: Eigenvalues  and eigenvectors of A.
            
          *  1.  Compute SVD of A.
          *  2.  Compute the eigenvalues and eigenvectors of A from singular values              and singular vectors using routine SYSVD

            This is the method described in the papers:
